What is Effect Hit Rate and What Does It Do in Honkai: Star Rail?
Effect Hit Rate is a stat that increases the chance of an attack inflicting debuffs. This means that characters like Silver Wolf and Pela who lower Defense, and Gepard who can Freeze characters with his Impair skill will have a greater chance of hitting and debuffing enemies.
Therefore, by increasing the Effect Hit Rate among select characters, players can make sure that they are debuffing their target through one and certainly more hits. Effect Hit Rate is best for characters that belong to the Path of Nihility and Gepard since he is one of the few units that will debuff targets with his skill.
By chasing this stat in Relic Grinding, you can even strengthen a character’s attack by equipping the Planar Ornament Pan-Cosmic Commercial Enterprise. This set can increase the wearer’s Effect Hit Rate by 10% and additionally buff the wearer’s Attack based on their overall Effect Hit Rate but it does reach a limit of 25% increase.

Effect Hit Rate Among Allies
Effect Hit Rate is best used on characters that are part of Nihility since they are characters that can grant debuffs to enemies. Characters like Luka, Kafka, Sampo, Welt, and Guinaifen can even add Damage over Time by guaranteeing the Effect their hits will have. This can add to additional damage that continues to affect the enemies even after your party initially attacks that target.
By increasing a character’s Effect Hit Rate along with Attack and Break Effect, your characters will be sure to inflict one of the following effects on your enemies, granting you more turns to attack.

Effect Hit Rate Among Enemies
Effect Hit Rate doesn’t exist solely among your companions but your enemies. However, all enemies in the game will not have an Effect Hit Rate until they are at Level 51, then their Effect Hit Rate will increase by 0.8% for each level up. At Level 90, enemies’ Effect Hit Rate will be at a base of 32%.
This can calculate a chance of 32% per time an enemy attacks one of your team members intending to debuff and inflict Damage over Time on them. In turn, this reflects the importance of Effect Resistance, a sub-stat that can be leveled up or created on one of your Relics. By increasing a character’s effect resistance, characters can resist Debuffs being done to them and ensure they are ensnared, frozen, or affected by the enemy’s attacks.
