The rest of the loadout, like your Stims and Frags, serve some utility as you move around the objective.
How to Unlock the MCW in Modern Warfare 3
You need to reach level 44 in MW3 to unlock the MCW. This will take hours to reach, even with double XP going, so there is a second option you can try. It automatically unlocks if you can extract from the Zombies mode with this AR. Otherwise, it’s time to start grinding out some weapon XP.
