There are two ways to obtain the Loaded Dice item in Pokemon Scarlet and Violet. First, you can purchase it from the Delibird Presents shop in Levincia city for 20,000 Poke Dollars. This item is available at the beginning of the game and does not require any progress outside of making it to Levincia.

The other way to obtain the Loaded Dice is to defeat five trainers in the East Province (Area One). After beating five trainers, talk to NPC outside of the Pokemon Center, and they’ll give you the Loaded Dice item.
This item’s description is as follows:
“An item to be held by a Pokemon. Allows the holder’s multi-hit move to hit at least four times.”
This is great for a move like Population Bomb for Maushold. It ensures that a move will hit at least four times, which increases the odds of being able to do significant damage to an opposing Pokemon.
