You instinctively level it all the way up to 15 and it seems nice to you. You got a few Critical Rate/Damage increases, although that Defense% insisted on appearing once or twice. This item should be good enough, right?
Kiss your doubts goodbye, as there’s a very neat and free online tool you can use to measure how good your rolls were in that item. What is the Honkai: Star Rail Relic Scorer?
The Relic Scorer is a tool provided by mobilemeta.gg which evaluates how good your are relics for your characters’ based on their recommended stats. While Defense% rolls would be useless on a character like Blade, they are extremely valuable for March 7th. Similarly, Critical Rate/Damage stats wouldn’t be as good on her as they would be on the Destruction swordsman.
It reads data from your Support character and Starfaring Companions to evaluate your characters, which is public information obtained from your in-game profile. This means it doesn’t compromise your account in any way as it’s only reading it and comparing it to its internal algorithm.

This should be obvious by now, but this is a non-official tool. While it’s safe to use, make sure to not input your personal info (like your account email or password) while using it.
How to Use the Honkai: Star Rail Relic Scorer
The first thing you should do is pause your game and click on the three dots next to your name. Select “Trailblaze Profile” and set the characters you want to evaluate the builds as your Support characters and Starfaring Companions. Don’t set the same character as Support and Companion at the same time, or you’ll “lose” one evaluation.
Now wait a few minutes and then write down your UID on the tool website and hit the “SUBMIT” button. Your data will be analyzed and your relics are judged according to the current algorithm. Data for your UID will be saved for the next time you visit, so you only need to input it once.
You can also choose to send your data to the overall leaderboards where your data will be compared to many others. And you can also see how ridiculously lucky some people can get.
As previously stated, the system looks for the most beneficial stats for each character (according to general theory-crafting), while also taking into consideration how many upgrades said stats got. The better the stats for that item are, the higher it will score.
Each Relic gets a score from D to SSS, and your character also gets a general score as well, showing how well-built they actually are. But remember, this is not an absolute metric you should follow, but it can definitely help you build your characters a little bit better.
For evaluating different characters, go back to your in-game profile and change your Support/Starfaring Companions to the ones you want, then wait a few minutes and hit “Refresh” on your profile. It might take a while for the changes to reflect on the site (up to 10 minutes sometimes), so be patient.
Don’t feel bad if you don’t get straight “S”s on every piece. Relics are pure RNG anyway, so all you can do to improve is to gotta keep farming repeatedly until the stars align for you. Whether you like it or not, that’s how gacha gearing works.

You should use the Relic Scorer as a metric to know where you can improve, but not as an absolute guide. Trying to follow it to a tee will probably wear you down in the process. Sometimes compromising for a mediocre-but-effective Relic is more than enough to clear most of the content.
Focus on getting one or two good substats at first for your main characters’ Relics, and only then start chasing those perfect items if you really want them. Using the Self-Modeling Resin is the quickest way to do it if you have some spare ones in your inventory.
