I know you’ve also been waiting for this! The Answer has finally been announced for Persona 3 Reload. The extra epilogue originally included in Persona 3 FES will arrive as the Persona 3 Reload Expansion Pass, which includes a lot of other extra content for the base game.
The Persona 3 Reload Expansion Pass is a three-part DLC, featuring various songs from different Persona titles in the series and even more costumes for your party members. Content will be slowly released between March and September when the Episode Aigis – The Answer – chapter will finally be playable.
The Expansion Pass is available from March 12 onward, and immediately gives you access to the following:

Later in May, players will finally get that one missing outfit for their party members: the Velvet Room attire! This new pack includes not only the iconic blue fit for everyone but also brings some new BGM remixes to the table.

And finally, September will give us The Answer, originally a 30-hour-long expansion to the base game with Aigis as the protagonist, serving as a final epilogue for the original story.
Not including The Answer was one of the many nitpicks people had with Persona 3 Reload, deeming it as “incomplete”. However, many elements in the game such as the Blue Envelope alluded to its eventual introduction in the game, and it’s finally happening!
Players with the Xbox Game Pass Ultimate Edition will have access to all content included in the Persona 3 Reload Expansion Pass immediately, including outfits as part of their Perks program, so they won’t have to buy the extra pack.
The Expansion Pass does not include any of the previous DLC outfits or Personas already available, so you still need to get those individually. Exact prices should be revealed when it finally drops on March 12.
